A number of people have stated that they’ve experienced an iPhone XS hotspot bug in which the device appears to try to initiate a hotspot.

Reset your network settings on the iPhone by Going to Settings > General > Reset.
So, if you encounter this bug, try resetting your network settings on your iPhone and see how it goes.
